为了深入贯彻党的十九大关于实施乡村振兴战略的重大决策部署和习近平总书记对成都市乡村振兴作出的走在前列、起好示范重要指示,全面落实省委、市委关于实施乡村振兴战略的决策部署,着眼于推动公园城市乡村表达,依托特色镇、林盘体系构建公园城市乡村新形态,践行城乡融合发展的新理念,重塑空间结构,促进要素流动,优化产业布局,带动全域均衡发展,成都市规划和自然资源局、成都市农业农村局主办,成都兴城集团成都市小城镇投资有限公司承办,现举办首届成都市特色镇(街区)建设和川西林盘保护修复规划设计方案征集(专业组)活动,面向国内外征集一批特色镇(街区)和川西林盘优秀规划设计方案,遴选出一批优秀的规划设计团队,汇聚全球智慧,为打造产业集聚、功能复合、连城带村、能级凸显的特色镇(街区)和形态优美、特色鲜明、魅力独具的川西林盘提供蓝图样本,为助推成都市建设全面体现新发展理念的城市和美丽宜居公园城市贡献力量。

To completely implement the major decision-making and deployment of the 19th National Congress of the Communist Party of China on the implementation of the Rural Revitalization Strategy and General Secretary Xi Jinping's important instructions on "taking the lead and being a role model" for Chengdu's rural revitalization, comprehensively fulfill the decision-making and deployment of the provincial and municipal Party committees on implementing the Rural Revitalization Strategy,  focus on promoting the expression of park cities and villages, rely on featured towns and Linpan rural residence complex systems to build a new form of park cities and villages, practice the new concept of integrated urban and rural development, reshape the spatial structure, promote the flow of elements, optimize the industrial layout, and drive balanced development across the region, the Chengdu Municipal Bureau of Planning and Natural Resources, Chengdu [**]gricultural and Rural Bureau (as the sponsors) and Chengdu Small Town Investment Co., Ltd. under Chengdu Xingcheng Group (as the organizer) organize the First Solicitation of Planning and Design Proposals for the Construction of Chengdu's Featured Towns (Communities) and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Professional Group) and publicly solicit a series of excellent planning and design proposals worldwide for Chengdu's featured towns (communities) and the West Sichuan Linpan rural residence complexes to select a group of excellent planning and design teams, combine global wisdom, provide blueprint samples for creating featured towns (communities) with agglomerated industries, composite functions, connected urban and rural areas, and outstanding energy levels, and West Sichuan Linpan rural residence complexes with beautiful shapes, distinctive characteristics and unique charm, and contribute to build Chengdu into a beautiful and livable park city that fully reflects the new development concept.

本次征集活动,拟面向全球公开邀请具有相关规划设计经验的设计机构前来申请应征,提交资格预审申请文件。通过资格预审选取9名应征人参加征集活动,并提交应征规划设计方案。

The Solicitation will be open to invite global design institutions with relevant experience of planning and design to apply for the prequalification. The Sponsors will select nine [**]pplicants as Participants to participate in the Solicitation and further to submit their design proposals for response.

1. 项目概况

1. Project Brief

项目名称:首届成都市特色镇(街区)建设和川西林盘保护修复规划设计方案征集(专业组)

Project Name: First Solicitation of Planning and Design Proposals for the Construction of Chengdu's Featured Towns (Communities) and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Professional Group)

项目位置和规模:

Project Location and Size:

(1) 六个特色镇

(1) Six Featured Towns:

1)高新区国际彩色花木小镇:位于空港新城三岔湖南端董家埂乡,包括核桃村、高家湾村、库沿村、楼房嘴村部分区域。本次项目设计范围约3.61平方公里,研究范围10.7平方公里。镇域总人口2.49万人。

1) International Colorful Flower-and-tree Town in High-tech Zone: Situated in Dongjiageng Township, the Southern End of Sancha Lake in [**]irport New City, including some areas of Hetao Village, Gaojiawan Village, Kuyan Village and Loufangzui Village. The design scope of the project is about 3.61 square kilometers, and its research scope is 10.7 square kilometers. The town’s total population is 24,900.

2)青白江区福洪亚欧特色农产品小镇:位于福洪镇民主村、字库村、杏花村,紧邻欧洲产业城。本次项目设计范围5.76平方公里。镇域总人口3.2万人。

2) Fuhong [**]sian-European Special [**]gricultural Product Town in Qingbaijiang District: Situated in Minzhu Village, Ziku Village and Xinghua Village of Fuhong Town, and adjacent to the European Industrial City. The design scope of the project is 5.76 square kilometers. The town’s total population is 32,000.

3)温江区岷江桂雨小镇:位于寿安镇。本次项目设计范围约4平方公里。镇域总人口4.154万人。

3) Minjiang Guiyu Town, Wenjiang District: Situated in Shou'an Town. The design scope of the project is about 4 square kilometers. The town’s total population is 41,540.

4)都江堰市中国诗歌音乐研学小镇:位于柳街镇。本次项目设计范围约4平方公里。镇域总人口约3.9万人。

4) Chinese Poetry and Music Research Town in Dujiangyan City: Situated in Liujie Town. The design scope of the project is about 4 square kilometers. The town’s total population is about 39,000.

5)金堂县橄榄小镇:位于淮口镇,包含望江、帽顶、龚家、天台、长江、小柏村(社区),地处淮州新城核心区。本次项目设计范围约4.8平方公里。镇域总人口7.69万人。

5) Ganlan Town in Jintang County: Situated in Huaikou Town, including Wangjiang, Maoding, Gongjia, Tiantai, Changjiang, and Xiaobai Village (Community). It is in the core area of Huaizhou New City. The design scope of the project is about 4.8 square kilometers. The town’s total population is 76,900.

6)大邑县世界博物馆小镇:位于安仁镇。本次项目设计范围约2平方公里。镇域总人口7.69万人。

6) World Museum Town in Dayi County: Situated in [**]nren Town. The design scope of the project is about 2 square kilometers. The town’s total population is 76,900.

(2) Ten West Sichuan Linpan Rural Residence Complexes:

1)高新区石圣村林盘:位于福田乡石圣村456社,本次项目规划设计范围约27.5亩,区域内520人。

1) Shisheng Village Linpan Rural Residence Complex in High-tech Zone: Situated in Communities 4, 5, and 6 of Shisheng Village, Futian Township. The planned and design scope of the project is about 27.5 mu, covering 5 households and 20 people in the area.

2)新都区叶家大院林盘:位于木兰镇宫王社区23社。本次项目设计范围约85亩,区域内约53220人。

2) Ye Family Courtyard Linpan Rural Residence Complex in Xindu District: Situated in Communities 2 and 3 of Gongwang Community, Mulan Town. The design scope of the project is about 85 mu, covering 53 households and 220 people in the area.

3)双流区黄甲八角川西林盘:位于黄甲街道八角社区3组。本次项目设计范围约30亩,区域内原住民已全部搬迁。

3) Huangjia Bajiao West Sichuan Linpan Rural Residence Complex in Shuangliu District: Situated in Group 3, Bajiao Community, Huangjia Street. The design scope of the project is about 30 mu, and all the indigenous people in the area have been relocated.

4)郫都区王家院子林盘:位于安德镇广福村5社。本次项目设计范围12.73亩,区域内共1126

4) Wang Family Courtyard Linpan Rural Residence Complex in Pidu District: Situated in Community 5, Guangfu Village, [**]nde Town. The design scope of the project is 12.73 mu, covering 11 households and 26 people in the area.

5)郫都区竹家院子林盘:位于安德镇广福村5社。本次项目设计范围8亩,区域内共615人。

5) Zhu Family Courtyard Linpan Rural Residence Complex in Pidu District: Situated in Community 5, Guangfu Village, [**]nde Town. The design scope of the project is 8 mu, covering 6 households and 15 people in the area.

6)简阳市丙灵村林盘:位于禾丰镇丙灵村78社。本次项目设计范围约27.5亩,区域内约40160人。

6) Bingling Village Linpan Rural Residence Complex in Jianyang City: Situated in Communities 7 and 8 in Bingling Village, Hefeng Town. The design scope of the project is about 27.5 mu, covering 40 households and 160 people in the area.

7)简阳市月湾村林盘:位于江源镇月湾村4社。本次项目设计范围约30亩,区域内约27109人。

7) Yuewan Village Linpan Rural Residence Complex in Jianyang City: Situated in Community 4, Yuewan Village, Jiangyuan Town. The design scope of the project is about 30 mu, covering 27 households and 109 people in the area.

8)邛崃市茶兰林盘:位于孔明乡郭山村34组。本次项目设计范围约15.5亩,区域内约1353人。

8) Chalan Linpan Rural Residence Complex in Qionglai City: Situated in Groups 3 and 4 of Guoshan Village, Kongming Township. The design scope of the project is about 15.5 mu, covering 13 households and 53 people in the area.

9)崇州市义乡-兄弟林盘:位于观胜镇联义村24组、白鹤村12组。本次项目设计范围约55亩,研究范围191亩,区域内约2683人。

9) Brother Linpan Rural Residence Complex in Yi Township of Chongzhou City: Situated in Group 24 of Lianyi Village and Group 12 of Baihe Village in Guansheng Town. The design scope of the project is about 55 mu, and the research scope is 191 mu, covering 26 households and 83 people in the area.

10)蒲江县铁牛寨林盘:位于西来镇铁牛村56组,处于西来郊野公园核心区。本次项目设计范围约41亩,研究范围300亩,区域内约40150人。

10) Tieniuzhai Linpan Rural Residence Complex in Pujiang County: Situated in Groups 5 and 6 of Tieniu Village, Xilai Town. It is in the core area of Xilai Country Park. The design scope of the project is about 41 mu, and the research scope is 300 mu, covering 40 households and 150 people in the area.

征集研究和设计的主要内容:六个特色镇的规划设计和九组川西林盘(共10个林盘,其中有一组包括2个小规模林盘)的保护修复规划设计。每个应征人应完成2个特色镇规划方案和3个或4个川西林盘保护修复规划设计方案。

The main content of research and design for the Solicitation: The planning and design of six featured towns and for the conservation and restoration of nine groups of West Sichuan Linpan rural residence complexes (a total of 10 Linpan rural residence complexes, of which one group includes two small-scale complexes). Each participant shall complete a planning proposal for 2 featured towns and for the conservation and restoration of 3 or 4 West Sichuan Linpan rural residence complexes.

征集设计周期:征集阶段设计周期约80天。2020123日发出首届成都市特色镇(街区)建设和川西林盘保护修复规划设计方案征集(专业组)的征集文件,2020210日至12日进行项目情况介绍会和现场踏勘,届时应征人的首席设计师应按时出席项目情况介绍会;2020415日应征人递交应征文件(征集截止时间)。

The period of planning and design at the stage of solicitation is around 80 days. On Jan 23, 2020, the Solicitation Document of First Solicitation of Planning and Design Proposals for the Construction of Chengdu's Featured Towns (Communities) and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Professional Group) will be released. It is tentatively scheduled to organize project presentation meetings and on-site survey from Feb 10 to Feb 12, 2020, when leading designer and the team from Participants shall attend the meetings. The time to submit Responsive Documents for the Solicitation by Participants (Deadline for Solicitation) is [**]pr 15, 2020.

4. 应征申请人的资格

4. Eligibility and Qualifications of [**]pplicants

4.1应征申请人(以下简称申请人)应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体;

4.1 The [**]pplicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;

4.2 申请人应具有城乡规划或建筑设计的相关资质或资格;

4.2 [**]pplicants should have relevant qualifications for urban and rural planning or architectural design;

4.2.1 中华人民共和国境内的设计机构须具有城乡规划编制乙级及以上资质或外商投资企业城市规划服务资格或建筑行业(建筑工程)甲级及以上资质;

4.2.1 The design entities within the People’s Republic of China shall be at least certified with one of the following: Certificate of Grade B and above urban and rural planning or Certificate of Qualification of Foreign-Funded Enterprises for Urban Planning Servises or Certificate of Grade [**] and above architectural design (architectural engineering);

4.2.2中华人民共和国境外的设计机构依其所在国的法律、法规或管理规定具有从事城市规划或建筑设计的资格或营业许可。港澳台设计机构的资格要求应参照境外设计机构资格要求的规定;

4.2.2 The design entitiesoutside the People’s Republic of China shall hold the qualification or business license of urban planning or architectural design stipulated according to the laws, regulations or stipulations of the country where it is. The qualifications for planning and design institutions from Hong Kong, Macau and Taiwan shall refer to the requirements of qualifications for planning and design institutions outside the People’s Republic of China.

4.3应征申请人应有与本项目的功能性质相类似的规划设计经验;

4.3 [**]pplicants should have experience in planning design similar to the functional nature of this project;

4.4本项目接受联合体申请。

4.4 The Consortium is accepted in this Project.

4.4.1 联合体的各成员应共同签署一份联合体协议。

4.4.1 [**] consortium agreement shall be signed by all partners of the Consortium.

4.4.2 组成项目联合体的各成员单位不得再以自己的名义单独申请资格预审,也不得同时加入本项目其它联合体申请资格预审。

4.4.2 [**]ny partner of the Consortium shall neither individually apply for the Prequalification in its own capacity, nor concurrently apply for the Prequalification as a partner of another Consortium.

获取资格预审文件的时间为20191227日至202011217:00(中国北京时间,下同)。北京科技园拍卖招标有限公司网站将于20191227日上午9:00开通。

The time for obtaining the Prequalification Document is from Dec 27, 2019 to 17:00PM Jan 12, 2020 (Beijing time, the same below). The website of Beijing Science and Technology Park [**]uction & Tender Co., Ltd. will be accessible at 9:00 [**]M on Dec 27, 2019.

6. 资格预审申请文件的递交

6. Submission of [**]pplication Documents for Prequalification

资格预审申请文件递交的截止时间为2020117日下午1700分,申请人应在递交截止时间之前将资格预审申请文件递交至征集组织咨询服务机构。征集组织咨询服务机构将拒绝接收逾期送达的资格预审申请文件。

The deadline for submission of application documents for prequalification is 17:00PM on Jan 17, 2020, and the applicant shall submit such documents to the Organizer of Solicitation before the deadline. The Organizer of Solicitation will reject any such documents arrived after the specified deadline.

8.征集说明

8. Instructions of Solicitation

8.1应征设计补偿金

8.1 Compensations for Designs Proposals

承办单位将向按照征集要求提交了有效应征文件的应征人支付应征设计补偿金,金额为人民币110万元(含税)。

The Organizer will make compensations for design proposals in the amount of 1.1 Million (including taxes) RMB for Participant having submitted valid Responsive Documents within specified time frame as required per Solicitation Documents.

8.2当应征人出现下列情况时,主办单位不予支付补偿金:

8.2 If the Participant meets one of the following conditions, the Sponsors will not pay any compensation:

(1) 应征人未按规定时间提交应征文件;

(1) The Participant who fails to submit the proposals as per the specified deadline;

(2) 应征人提交的应征文件经专家评审被认定为未对征集文件要求作出实质性响应;

(2) The Responsive Documents submitted by the Participant are affirmed by the experts through evaluation to make no substantial response to the requirements of the Solicitation Documents;

(3) 应征人被取消应征资格。

(3) The Participant is disqualified.

8.3奖项和奖金的设置:每个特色镇各设优胜奖1名,奖金为人民币50万元(含税)。每组林盘各设优胜奖1名,奖金为人民币20万元(含税)。

8.3 [**]wards and prize settings: [**] winning prize is set for each featured town, with an amount of 0.5 Million (including taxes) RMB. [**] winning prize is set for each group of Linpan rural residence complexes, with an amount of 0.2 Million (including taxes) RMB.

以上费用含中国境内、外应缴纳的各项税费。

The above fee includes various taxes that should be paid both within and outside China.

9. 其它条款

9. Miscellaneous

9.1知识产权

9.1 Intellectual Property

9.1.1方案征集中接收的所有有效的应征设计方案均不退回。

9.1.1 [**]ll the effective solicited design proposals received in the plan solicitation will not be returned.

9.1.2应征人对应征设计方案享有署名权,经主办单位许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。

9.1.2 The Participant holds the right of authorship for its design proposals and can comment on and display such design work for [**]pplication in the forms of media communication, trade magazines, and publications among others after granted with the Sponsors’ consent in writing.

9.1.3主办单位/承办单位/项目建设单位有权在本项目的规划和设计中使用应征设计成果,主办单位/承办单位/项目建设单位在本项目的规划编制或规划方案调整综合时可以全部或部分使用应征设计文件及设计成果,也可对其进行修改主办单位/承办单位/项目建设单位还可对所有应征成果印刷、出版和展览,可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计成果。

9.1.3 The Sponsors/Organizer/project construction unit have the right to use the design proposals in the planning and design of the project and while the Sponsors/Organizer/project construction unit prepare the planning or adjust and integrate the planning proposals for this Project, the Sponsors/project construction unit can use the planning proposals and design results in its entirety or partially and can also make modifications. The Sponsors/Organizer/project construction unit may also print, publish and display all the Design Proposals, and can display and publicize the design results through media, professional magazines, books or other forms.

9.1.4 主办单位、承办单位以及应征人均不得将应征设计方案用于本项目以外的任何项目。

9.1.4 Neither the Sponsors, Organizer nor the Participant shall use the design proposals in the Solicitation for a purpose other than the Project.

9.1.5 应征人应保证提交的应征设计文件及设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权(包括但不限于著作权、专利权)或专有技术或商业秘密。应征人应保证,如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密,应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

9.1.5 The Participant shall ensure that all submitted design proposals and design results will not infringe upon IPR (including but not limited to copyright and patents) or know-how or trade secrets of others within or outside the People’s Republic of China. The Participant shall guarantee that if Design Proposals use or include IPR or know-how or trade secrets of others, the Participant shall have already obtained legitimate, valid and sufficient authorization from the right holders. The Participant shall take all liabilities for any compensations arising from infringement upon IPR or know-how or trade secrets of others.

9.2适用法律

9.2 Governing Laws

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

9.3语言

9.3 Languages

资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。在中、英文两种语言的意思表达不一致时,以中文为准。

The languages used in the Prequalification Documents and supplement documents and clarification documents thereto shall be both Chinese and English. In the event of any discrepancy, Chinese shall prevail.

资格预审申请文件与主办单位之间与征集活动有关的往来函电和文件均应使用中文书写。应征人随应征文件提供的证明文件和印刷品可以使用另一种语言,但必须附以中文译本。

[**]pplication Documents for Prequalification and the correspondence and documents related to this solicitation between participants and the sponsor shall all be drafted in Chinese. [**]nother language may be used for the proof documents and printed materials that participants provide along with the application documents, but the Chinese version shall be attached thereto.

与本次征集活动相关的会议及各项活动的口头交流的语言为中文。

The language used in the meetings and oral communication related to this solicitation shall be Chinese.

9.4解释权

9.4 Power of Interpretation

解释权:本次征集活动及相关文件的最终解释权归主办单位。

Power of interpretation: The Sponsors reserve the power of final interpretation in view of the solicitation and related documents.
